Is Philadelphia PA "Hell on earth?"?

I heard Mayor Nutter on the news sounding extremely irate about a nuisance bar where a shooting recently took place and 9 people were shoot How can the mayor blame one bar for all the shootings and killings that take place in the city? Yes, we have to start someplace but is the mayor just acting because it is election time. Philadelphia is "hell on earth." We never know if our kids will return home alive from the store, school, or just sitting on the front steps playing. I hate to see people vote for a mayor just because he is a black man. It is time to vote someone in who truely cares about our city. The color of the person's skin is not the issue here...Is anyone listening? The crime runs away business and tourism and God only knows what else.
