A neighbor on disability for what I dont know gets a job gets into an accident was wearing a neckand arm bra?

arm brace then takes it off to help his neighbor shovel dirt and then puts it back on, when someone sees him I think he is suing someone for the accident although this person has an irate driving temper he has been behind me when im at a stop sign cursing at me because i was being causious about pulling out of a street where there are cars parked on the side blocking your vision.I think he is pulling the wool over someones eyes ot trying too what would you think?
