Laptop web camera issue?

Most of the time the camera will not turn on without some kind of program. You need to use a program like Skype, or a chat messenger, VLC, etc. The webcam itself should have a program too. The webcam needs something to send the signal to, hence a program. If it does not, it won't turn on because it does not know where to send the signal to.
